QUALIFICATIONS

GENERAL BACKGROUND

William Frank founded an accounting firm and developed it to $1,000,000 in billings. The tax practice consisted of clients who were individuals, corporations, estates and trusts. The firm also provided a wide range of financial services including finance structuring, acquisition consulting and litigation support for both civil and criminal cases.

Prior to founding his firm, William Frank held professional positions with KMPG, Peat Marwick and Ernst & Young, ( SEC Certified Audits and tax department).

FEDERAL CRIMINAL AND CIVIL TRIAL DEFENSE PREPARATION

William Frank has had extensive experience as a C.P.A.. and consultant in the preparation of the Theory of Defense and strategy for federally indicted individuals. In addition to his extensive personal experience and financial background, he has provided attorneys with the perception and intuitiveness to examine, analyze and assess the documents, witnesses and records that form the defense strategies. He then presents the findings for pre trial preparation as well as throughout the trial. In addition, he has testified as an expert witness in Federal Court.

William Frank has developed defense theories and rebuttals for the preparation of the following types cases in state and federal courts:

Frank served as a consultant to federal public defenders on matters from pre indictment stage, exhibits, witness interviews, trial memos and continuing participation through trial, impeaching experts and other witness testimony.

William Frank has written extensively and lectured to professional groups on the exposure to federal indictments. He has also had a wide range of successful experience in forensic accounting, fraud auditing and compliance procedures and review.

In addition to white collar  forensic accounting, Mr. Frank has comprehensive experience in real estate.  He has worked on litigation support for real estate cases in both criminal and civil areas.

Beyond the forensic work, Mr. Frank has vast experience in the development of real estate
He has created original concepts for land development and the required marketing preparation.  His experience includes the following:

  • Developed 300,000 plus square feet of foreclosed or abandoned real estate and turned it into positive cash flow properties utilizing innovative methods of development and financing.
  • Registered Private Placement Memorandum. 
  • Total financial and operating responsibility as Executive Vice President, President and Treasurer.
  • Family residential building and marketing within governmental compliance in the areas of low income housing and corresponding federal tax credits.
  • Executive Vice President of real estate development company with approximate volume of  $18,000,000 per year.  Responsible for financing, marketing, management and development of property.  Company employed 85 people and engaged 200 marketing representatives.
  • Created and authored SEC Private Placement Memorandum for the development of rehabilitated commercial properties and biological medical facilities.
  • Created and authored SEC Private Placement Memorandum for affordable and work force housing.  Public agency participation for zoning, platting, development concept in:
    • Miami, Florida
    • Lake Placid, Florida
    • Highland County, Florida
    • Boca Raton, Florida

THE WILLIAM FRANK C..P.A. FIRM

Prior to his current C.P.A. consulting services activities, he founded and developed a large regional C.P.A. firm consisting of the following areas of service:

  1. Tax planning and preparation for individuals, corporations, trusts, estates and partnerships
  2. Certified audits
  3. International and domestic real estate financing
  4. Import and export financing

He was also the Financial Vice President of a privately owned real estate development company and has authored a book on white collar crime as well as a text book for C.P.A. students.
